This seminal report, prepared by chartered surveyor, Paul Mooney, for the Housing Agency and Clúid, analyses the issues confronting apartments and duplex complexes in Ireland and the OMCs which manage them.
Based on this analysis and best practice from overseas, Mr Mooney sets out a series of key reforms that are required to put OMCs on a secure footing into the future, in particular highlighting the need for the establishment of a regulator with funding, resourcing and oversight powers to properly monitor the sector.
